Currently there doesn’t seem to be a way of determining the last time a user has logged in (if ever) and utilized Asana in any capacity. Also, If a user hasn’t ever logged in to Asana they show up in the Users API (which is great), but knowing whether they’ve ever logged in would be great since it effects licensing costs.
