How to change email address on account if they have two accounts

Someone on our team forgot their primary account email, and made another account with a different email address. They are using both accounts now. I would like to change the email address associated with their “main” (first) account and close out their “secondary” (second) account.
The email address they are using for their secondary account is the email I need to have associated with their first account. I have changed user emails before, but not when they had another account already with that email. How can I do this in the proper way, so their original main account has the email address associated with the second account they created?
